This seems like yet another haha OP protagonist story like the author's previous work, but it seems like Chrono is deliberately written to contrast Anos the Misfit Demon King.
While Anos is strong, he grew up experiencing loss, which likely caused him to loosen the boundaries of life and death by sealing the God of Destruction. Everyone sees him as a crazy godmoder, but it's his mortal mindset that lets him see how much the gods' rules are stifling mortals, and he is willing to break those rules for the sake of mortalkind.
Meanwhile, Chrono seems more disconnected from mortals compared to Anos due to his omnipotence, but he intentionally limits himself because he fears that removing the boundaries of life and death will cause people to become careless with life and lose their sense of humanity. Even when he saves Lyuca, he does so within the setting's natural order as much as possible. He may not completely understand mortals, but he believes there is value to the struggles of mortality. He comes off as a middle ground to Anos caring chaos and Nousgalia's heartless order.
