The White Night Knights always confused me. Kufa is 'hired' as an assassin so I thought they were some kind of grey area guild, but the missions they take and the way talk here, they give the impression that they're the country's secret protectors instead.
Which is strange, because one would expect a powerful black ops guild to answer to the head honchos of the country, but it seems like the three Dukes don't know who they are at all.
